
PASTOR TY JOHNSON FOUNDER/PRESIDENT/CEO

Reverend Elder Tyrone C. Johnson, Sr., Founder of CTAC (1994), President & CEO is a Bachelor of Science graduate of the Eastern Theological Seminary and is affectionately known as “God’s Ambassador to the Streets.” He is on several Boards of different organizations, globally. Trains, mentors, and mobilizes strategic and public safety operational leaders. He assures and effectively manages Board approved CTAC programs, marketing, promotions, products, and services. Authorizes personnel policies and procedures that fully conform to current laws and regulations for non-profits. Creates and synchronizesthe development of safety plans and advocacy systems that engages leadership to respond relevantly. He innovates concepts and plans for community deployment that are implemented by local, state, and federal systems. He successfully interfaces faith-based, community, governmental, and civic organizations to fulfill the legacy of CTAC’s mission.

Detail-oriented team player with strong organizational skills. Has been a servant of the Lord for many years. She is Professional Recruiter with over 15 years of comprehensive human resources experience including recruitment and retention, office administration, training and development, conflict resolution, change management, labor relations and benefits. Katherine B. Russell is a licensed Minister and ordained Elder who is a Servant of God under MAPP, International and Epistles of Christ. Katherine Russell is a retired Lieutenant Colonel (LTC) of the United States Army after serving 22 years. Katherine has over 30 years’ experience in Finance and Accounting, Operations, Training and Management both in the private and governmental industry. Katherine B. Russell is the Executive Administrator, Trustee, Financial Officer and Outreach Director for Zion Way of the Cross Ministries. She is a Financial and Life Coach and Certified Christian Counselor specializing in grief and loss. Katherine Russell has a bachelor’s degree in accounting and divinity. She also has an MBA in finance, a master’s in theology and a master’s equivalent in operations. Finally, she was a licensed Financial Planner for over 10 years.

I am a licensed Educator with over 30 years of teaching experience. I have obtained a plethora of educational knowledge and abilities over the years. My academic achievements have taken me to various locations throughout the United States and have afforded me the opportunity to work with various cultures and enhance my skills to become “A Teaching Expert.” I have a vast knowledge of how Educational Systems operate. This understanding allows me to impart and develop skills to others. I love my profession and have taken it to the next level as an Academic Coach and Educational Consultant. I have an opportunity to help others by sharing my love and understanding of education. With leadership, implementation, development, and much more I impart wisdom and guidance in all areas of educational growth and advancement.. I hold degrees in the following areas of Education: Computer Technology AS, Special Education AA, General Education BA, and Reading Literacy, MA. As a professional I advocate for all involved parties so that there is a successful outcome. Janice L. Taylor was born and raised in Brooklyn, NY, she is a graduate of Brooklyn College with a Bachelor of Arts in TV/Radio Broadcasting/Communications. She currently resides in Delaware. Retired after 34 years in customer service. Janice is an Entrepreneur, owner of Shop Grace and Graceful an online ETSY shop, and a Co-Author of a Book & Journal called Diamonds and Pearls: The Journey of Entrepreneurs Who Rock! She is a Life Member of Alpha Kappa Alpha Sorority, Inc. and a past President of Local 813 a Postal Union, The National Alliance of Postal & Federal Employees, and currently is a member on the National Retirees Division Board. She was the first female president of the Trustee Board of Mount Tabor Baptist Church. She loves the Lord and loves to travel, and doesn't let any grass grow under her feet.

Patricia worked with the youth "Back on Track program for CTAC and is also a certified Youth Outreach Counselor with the Wilmington Hope Commission. She is a true Delawaren as she loves history, children and especially the senior population, ,music and she has a love for the babies. Patricia is currently employed in Wilmington DE.

Paul Walker II
Paul A. Walker II was born in Chester, Pennsylvania, and raised in New Castle, Delaware. He graduated from William Penn High School in 1995, and later earned a certificate in project management from the University of Delaware. Mr. Walker is a military veteran, having served three years as a 31R Radio Operator/Maintainer, achieving the rank of E4 specialist. He also earned two Army Achievement medals during his tour in Korea. Mr. Walker is the proud father of two children -- his daughter, LeeAjhia Cunningham age 29 , and his son, Nycere Walker 26 and his grandson Khalan. Mr Walker had the privilege to learn deep insight in the field of intervention and servitude while working for Project Stay Free under Albert Mills and his brother Nnamdi Chukwuocha. Mr. Walker has been a volunteer in the community since the age of 15, when he started at the Rose Hill Boys and Girls Club in New Castle, Delaware. He later went on to assist The Great Benjamin “Twin B” Brown in covering community initiatives via video production and training youth from New Castle County. Paul Walker is now a CDL Class A instructor and 9 year trucking veteran living in Wilmington, Delaware. He also plans to bring his spirit and track record of servitude to partner with community leaders to build programming for the youth that will build and rebuild core values including self worth, leadership, and conflict resolution. In 2017, he began studying the principles of mindfulness, which he feels has been very instrumental in balancing day-to-day challenges. Mr. Walker encourages others to "be good” to yourself, as his North Carolina-native grandfather used to say, and to take one moment at a time.
